The Tier system was introduced by Wigan following the implementation of the Care Act as the Care Act heavily focuses on early intervention and prevention. The Tier system could prevent low level safeguarding concerns escalating to a Tier 3 Safeguarding alert if appropriate actions and measures are put into place by providers. Concerns falling within Tiers 1 and 2 should be dealt with in house by the provider agency. Tier 2 referrals should be sent to the appropriate Quality Performance Officer (QPO) for oversight and advice. However, Tier 3 concerns should be referred as a Safeguarding alert to the Community Adult Front Door Team.
